Well, I am delighted to welcome you to the Treaty Room this morning for such a special occasion.I especially want to thank our Chinese guests who have flown here to be part of the third Strategic and Economic Dialogue.Minister XieZhenhua and Director General Ma Xin as well as all the other Chinese colleagues are most welcome.And of course, I want to welcome all of our American eco-partners who have also come from across our country to sign these landmark agreements.I want to thank Assistant Secretary Kerri-Ann Jones and Special Envoy for Climate Change Todd Stern and our Special Representative for Governmental Interactions Rita Jo Lewis.我非常高兴地欢迎你们今天上午来到条约厅出席这样一个具有特殊意义的仪式。我特别要感谢远道而来参加第三轮战略与经济对话的中国客人,非常欢迎解振华主任、马欣司长和其他中方同事们。当然,我也要欢迎从美国各地来到这里签署这些具有里程碑意义的协定的所有美国生态伙伴们,我还要感谢助理国务卿凯里·安·琼斯、美国气候变化特使托德·斯特恩和我们的政府间互动特别代表丽塔·乔·刘易斯。

We are very committed to this relationship, and we know it needs to expand beyond the government-to-government conversations.We need to harness the unique skills of both of our cities, our states, our universities, our private companies, our civil societies to find solutions to common problems.That is especially true when it comes to clean energy, energy security, environmental stability, and climate change.Both of our countries have companies that are developing new and exciting technologies, universities that are doing groundbreaking research, and local governments that have unique perspectives on the community environmental issues they face which can have a global impact.我们坚定不移地发展这一关系,我们也知道,这一关系需要扩大并超越政府间对话的范畴,我们必须利用我们两国各州/省、城市、大学、私营企业和公民社会组织的独特技能,针对我们共同面临的问题找出解决办法。当我们在处理清洁能源、能源安全、环境稳定和气候变化等问题时尤其是这样。我们两国都有公司企业在努力开发激动人心的新技术,都有大学正在进行开创性的研究,都有对于它们面临的社区环境问题具有独特视角的地方政府,而这些问题可能具有全球性影响。

SECRETARY CLINTON: I am delighted to join State Councilor Liu and Vice Minister Hao Ping at this magnificent national center for the performing arts.It is a personal pleasure for me to be here with all of you for the launching of this very important U.S.-China high-level consultation on people-to-people exchange.国务卿克林顿:我很高兴地与国务委员刘延东和副部长郝平相聚在国家大剧院这一辉煌的中心。能与各位出席启动这个极其重要的美中人文交流高层磋商机制的活动,我感到由衷的高兴。

I am pleased to announce it will be accompanied today by a delegation of distinguished Americans who are committed to expanding citizens’ engagement between our countries.And our effort will be coordinated by Under Secretary Judith McHale in the months ahead with a broad range of officials throughout our government who are here in Beijing for the second round of the U.S.-China strategic and economic dialogue.This is the premier convening mechanism for building cooperation between our two governments.我荣幸地宣布,出席今天活动的还有一个杰出的美国代表团,他们致力于壮大我们两国之间的公民交流。我们的努力在今后数月内将由副国务卿朱迪思·麦克黑尔(Judith McHale)负责与我国政府各机构的官员进行广泛协调,他们正在北京参加第二轮美中战略与经济对话。这是我们两国政府发展合作的首要会议召集机制。

This relationship, however, must extend beyond the halls of governments to our homes, businesses, and schools.We need Chinese and Americans of all ages, professions, and(inaudible)to get to know one another, to understand each other better, to connect and collaborate.不过,这一关系必须超越政府机构,走向我们的家庭、公司和学校。我们需要中美两国各年龄层、各行业的公民相互认识,加深了解,进行联系和协作。In his speech on Monday, President Hu Jintao spoke about how important this is to both our countries.What we call people-to-people diplomacy has taken on greater significance, as our world has grown more interdependent, and our challenges more complex.Government alone cannot solve the problems that we face.And as State Councilor Liu said, we have to tap in to the challenge of our people, their creative and innovation, and their ability to forge lasting relationships that build trust and understanding.胡锦涛主席在星期一的讲话中谈到这对我们两国关系的重要意义。随着我们的世界日益互为依存,我们的挑战更趋复杂,我们所称之的民间外交已发挥了更大的作用。仅靠政府是不能解决我们所面临的问题的。正如刘委员所指出的,我们必须积极解决我们人民所面临的挑战,并鼓励他们发挥其发明创造力及其营造有利于建立信任和理解的关系的能力。

It is exciting for me to see so many of you here today from both China and the United States who are committed to this relationship.As I was coming in, I met some of the leading Chinese Olympic athletes whom I have watched over the years and admired.我欣慰地看到今天来自中方和美方的各位代表中有许多人致力于这一关系。就在我入场时,我遇到中国一些优秀的奥运选手,他们是我近年来在电视上见过并感到钦佩的对象。

And we have students from both of our countries represented here, tens of thousands of Chinese and American young people studying in each other’s country each year.We want to see those numbers rise.President Obama has announced a goal of sending 100,000 American students to China in the next 4 years to learn Mandarin and experience the hospitality of the Chinese people.We call it 100,000 Strong, and we are grateful for the support that the Government of China has shown for this project.And I especially want to thank Madam Liu for her leadership in this effort.It was just about a year ago that she and I first met to discuss the importance of people-to-people exchanges.And here we are today, announcing a significant commitment.今天出席活动的还有来自我们两国的学生,如今每年有成千上万的美国和中国年轻人到对方国家求学。我们希望看到有更多的人参与。奥巴马总统已宣布将在今后4年时间内向中国派出10万美国学生在华学习汉语,并体验中国人民的热情好客。我们称之为“十万人”行动计划,我们对中国政府为该项目提供支持表示感谢。我尤其要感谢刘女士为这一努力所发挥的领导作用。大约一年以前,她和我首次会面讨论民间交流的重要意义。而今天,我们要在这里宣布一项重大的承诺。

A few minutes ago Madam Liu and I met with several American exchange students, including: a high school student who is living with a host family here in Beijing, a college student who has performed with the Beijing Music Ensemble, and a doctoral student doing research in renewable energy education.几分钟前,刘女士与我见到了几位美国交换学生,他们包括一名与北京接待家庭共同生活的中学生,一名曾与北京乐团同台演出的大学生,以及一名正在从事可再生能源教育研究的博士生。

A few days ago I visited the Shanghai Expo and met the young American student ambassadors who had already welcomed more than 700,000 visitors to the USA Pavilion.They have all studied Mandarin.And they come from cities and towns across the United States.They will return home having shared the experience of being part of the Expo, and meeting people from all over China and the world.Many more American and Chinese students want and deserve similar opportunities, and I applaud the announcement today that there will be 10,000 Chinese students supported to get their Ph.D.’s in the United States.几天前,我参观了上海世博会。我与已经在美国馆接待了70多万参观者的年轻美国学生大使们见了面。他们都学过汉语,来自全美各城市和乡镇。他们回国的时候,将拥有自己与世博会密不可分的体验,以及接待来自全中国和全世界的参观者的经历。还有更多的美国和中国学生想要获得、也应该获得同样的机会,我为今天发布的消息感到高兴:我们将支持一万名中国学生在美国取得博士学位。China has established dozens of Confucius institutes across the United States that offer Chinese language instruction and cultural programs to help Americans better understand China.We would like to see similar American language and culture centers on the campuses of Chinese universities.I understand that a proposal between an American university and a Chinese partner for an American study institute is now under review.And we hope the Chinese Government will support this proposal and others like it, paving the way for an even more vibrant exchange of language and culture.中国已在美国各地建立了几十所孔子学院(Confucius institutes),这些学院提供中文教育与文化项目以帮助美国人更好地了解中国。我很想看到同样的美国语言和文化中心出现在中国大学的校园内。我听说一项由美国的一所大学与中国伙伴合办一个美国研究所的建议正在接受审批。我希望中国政府会支持这项建议和类似的其他建议,为更加活跃的语言文化交流铺平道路。

The U.S.-China Fulbright program, one of the largest in the world, and represented here by some of the Fulbright scholars, has helped 2,500 Americans and Chinese students and scholars study, teach, and conduct research at each others’ universities.The U.S.-China Friendship volunteers teach English in four provinces in China.And we would like to broaden their support for English language instruction in China, including county-level teacher training, smaller cities and colleges, and additional provinces.美中富布赖特项目(U.S.-China Fulbright program)是世界上最大的交流项目之一,今天在座的有一些富布赖特学者的代表。它已资助2,500名美国与中国的学生和学者在对方的大学内学习、教课和从事研究。美中友谊志愿者(U.S.-China Friendship Volunteers)在中国的四个省份教授英语。我们希望扩大他们对中国英语教学的支援,其中包括县一级的教师培训、更小型城市和大学以及更多省份的英语教学。

March 8th is International Women’s Day—a day to reflect on the progress the world has made in advancing women’s rights and to recognize what work remains to be done.三月八日是国际妇女节。在这个日子,我们回顾全世界在促进妇女权利方面取得的进展,并确定有待完成的工作。

This year marks an anniversary very close to my heart.Fifteen years ago, along with women and men from around the world I attended the United Nations Fourth World Conference on Women in Beijing.The message from that conference rang loudly and clearly, and still echoes across cultures and continents: Human rights are women’s rights, and women’s rights are human rights.今年的三八国际妇女节是一个是我倍感亲切的周年纪念日。15年前,我与来自全世界的男女代表一起出席了在北京召开的联合国第四届世界妇女大会。那次会议发出了一个明确无误的最强音,至今仍在各种文化中和各大洲发出回响:人权即是妇女的权利,妇女的权利即是人权。

One hundred and eighty-nine countries represented at Beijing adopted a Platform for Action that pledged to increase women’s access to education, healthcare, jobs, and credit, and to protect their right to live free from violence.We have made great progress, but there is a long way to go.Women are still the majority of the world’s poor, unhealthy, underfed, and uneducated.They rarely cause violent conflicts but too often bear their consequences.Women are absent from negotiations about peace and security to end those conflicts.Their voices simply are not being heard.在北京出席会议的189个国家的代表通过了一项《行动纲领》,保证要增加妇女获得教育、医疗、就业和信贷的机会,并保护她们在生活中免遭暴力的权利。我们已经取得巨大的进展,但仍然有很长的路要走。在世界上的贫穷、患病、挨饿和未受过教育人群中,妇女仍然占大多数。她们中很少有人引起暴力冲突,但却经常承担暴力冲突带来的各种后果。在为结束这些冲突而举行的有关和平与安全问题的各种协商中,没有妇女参加。没有人听取她们的意见。

Thank you so much, Carla, and thanks for your leadership in this undertaking as well as so much else.It’s wonderful to be here at the end of two very busy and productive days of the Strategic and Economic Dialogue.Secretary Geithner and I were privileged to co-lead this effort, and we were especially pleased that Vice Premier Wang and State Councilor Dai were our counterparts.We believe that these very productive conversations have helped to lay the foundation for what both President Obama and President Hu called a positive, cooperative, and comprehensive U.S.-Chinese relationship for the 21st century.非常感谢,卡拉,谢谢你在这项事业和其他众多事务中发挥的领导作用。能在美中战略与经济对话(Strategic and Economic Dialogue)繁忙而富有成果的两天会议结束后来到这里出席晚宴真是令人愉快。盖特纳(Geithner)部长和我十分荣幸地共同主持这一对话,同时,我们也为有王岐山副总理和戴秉国国务委员与我们共同主持对话而感到特别高兴。我们认为,这些极富成果的讨论有助于为发展奥巴马总统和胡锦涛主席所说的21世纪积极合作全面的美中关系奠定基础。

As part of this process, we are enlisting the full range of talent within our governments to tackle problems that spill over not just borders and oceans, but also traditional bureaucratic boundaries, which are sometimes the hardest to overcome, from climate change to trade and investment to poverty and disease.作为这一进程的一部分,我们充分调动了两国政府内部各方面的杰出人才,以便解决气候变化、贸易投资、贫困与疾病及其他各类棘手问题,这些问题不仅超越各国的国境和海域,也超越了政府各部门之间的传统界线,而这种界线有时最难克服。

Now, I understand that Vice Premier Wang said a few words to you about the Shanghai Expo.(Laughter.)And I want to reinforce his message.The theme for the Expo, ―Better City – Better Life,‖ will present a vision of a sustainable, healthy, and prosperous world in the 21st century.It’s anticipated that more than 70 million people will visit and more than 190 nations will participate.Six months ago, it wasn’t at all clear that the United States would be one of those 190 nations, but thanks to a number of you, we are on track to be able to do so.And I salute Vice Premier Wang for his leadership.He was, as some of you know, the chair of the committee for the Beijing Olympics, so if that is any indication of his organizational acuity, I think we can look forward to a very successful Shanghai Expo.我明白王岐山副总理刚才就上海世博会(Shanghai Expo)向你们说了几句话。(笑声)我想加强他要传达的信息。上海世博会的主题,―城市,让生活更美好‖(Better City——Better Life),将展现21世纪一个可持续的、健康、繁荣世界的愿景。预期上海世博会将吸引7000多万人参观,190多个国家参展。6个月前,还完全不清楚美国是否会成为这190个国家中的一个。但由于你们中间一些人的努力,我们将能按期参展。我要向王副总理的领导能力致敬。你们中间有些人知道,他是北京奥运会筹委会主席,如果这能表明他的高度组织能力的话,我认为我们可以期待上海世博会取得圆满成功。

And the U.S.National Pavilion will be informative, educational, and interactive, showcasing American ingenuity, looking at how we can address together global challenges like climate change and clean energy, sustainable agriculture, mass transit, health, and economic development.We are delighted that a number of leading American companies such as GE and Pepsico, Chevron, Marriott, Corning, and others have signed on to be part of putting together this visionary pavilion that will showcase much of what is best about our country.There is, actually, a model of the Pavilion somewhere around here that I urge you to take a look at.This is shameless, I know, but that’s part of the job.(Laughter.)

March 8th is International Women’s Day—a day to reflect on the progress the world has made in advancing women’s rights, and to recognize what work remains to be done.三月八日是国际妇女节。在这个日子,我们回顾全世界在促进妇女权利方面取得的进展,并确定有待完成的工作。

This year marks an anniversary very close to my heart.Fifteen years ago, along with women and men from around the world I attended the United Nations Fourth World Conference on Women in Beijing.The message from that conference rang loudly and clearly, and still echoes across cultures and continents: Human rights are women’s rights, and women’s rights are human rights.今年的三八国际妇女节是一个是我倍感亲切的周年纪念日。15年前,我与来自全世界的男女代表一起出席了在北京召开的联合国第四届世界妇女大会。那次会议发出了一个明确无误的最强音,至今仍在各种文化中和各大洲发出回响:人权即是妇女的权利,妇女的权利即是人权。

One hundred and eighty-nine countries represented at Beijing adopted a Platform for Action that pledged to increase women’s access to education, healthcare, jobs, and credit, and to protect their right to live free from violence.We have made great progress, but there is a long way to go.Women are still the majority of the world’s poor, unhealthy, underfed, and uneducated.They rarely cause violent conflicts but too often bear their consequences.Women are absent from negotiations about peace and security to end those conflicts.Their voices simply are not being heard.在北京出席会议的189个国家的代表通过了一项《行动纲领》,保证要增加妇女获得教育、医疗、就业和信贷的机会,并保护她们在生活中免遭暴力的权利。我们已经取得巨大的进展,但仍然有很长的路要走。在世界上的贫穷、患病、挨饿和未受过教育人群中,妇女仍然占大多数。她们中很少有人引起暴力冲突,但却经常承担暴力冲突带来的各种后果。在为结束这些冲突而举行的有关和平与安全问题的各种协商中,没有妇女参加。没有人听取她们的意见。
