HSE管理岗位职责

1、贯彻执行国家有关安全生产和劳动保护的方针、政策、法规、禁令和上级安全工作指示精神，并对执行情况进行监督检查，负责公司劳动安全生产、劳动安全卫生、消防管理等工作。

2、协助领导组织推动安全生产活动，抓好安全教育培训，宣传安全生产法规，提高全体员工的安全生产意识。开展公司安全生产教育和安全技术培训工作，会同相关部门做好新入职员工的三级安全教育以及特种作业人员和其它人员的安全技术培训考核。

3、制定安全生产工作计划和方针目标，并督导实施。掌握安全动态，制定或修改安全生产综合管理制度，对各项安全生产管理制度和操作规程执行情况进行监督检查。

4、定期组织HSE安全检查，纠违章，查隐患，严格执行管理制度，确保HSE/OHS体系的正常运行。

5、组织生产安全事故的调查处理并坚持“四不放过”原则，进行事故统计、分析、制定预防措施、定性、定责和上报，并对各单位执行事故报告处理制度的情况进行监督检查。

6、参加施工生产例会，掌握施工生产信息，预测事故发生的可能性，提出防范建议。负责动火措施的审查和各类作业票（证）的审查办理，监护到位，强化要害部位、关键工序的过程控制。参加新建、改建、扩建工程“三同时”项目的设计、审查和竣工验收。

7、组织开展《安全标准工地》创建活动，负责《安全标准工地》的考评工作。

8、制定公司员工劳动防护用品、保健食品、防暑降温及劳动护肤用品的管理办法和发放标准，并组织实施。

9、完成领导和上级部门交办的其他工作任务。

第二篇：承包商SHE管理规定

承包商HSE管理制度

一、目的

建立对承包商的安全管理机制，提高承包商安全管理的主动性和能动性，为项目建设和技改等保驾护航。

二、范围

适用于本公司项目建设、技改及维修中各级承包商的HSE管理。

三、职责

安全环保部负责对承包商HSE管理工作。

四、工作程序

1．资格预审

制定了承包商资格预审标准或要求；通过对承包商的审查建立认可的承包商名册，并保存相关的承包商资料和文件。审查可以是书面，也可以书面审查和现场审核相结合。

承包商资格预审核的内容包括但不限于： ① 服务类型、经营范围和资质证书； ② 安全生产（施工）许可证；

③ 安全健康和环境组织机构和管理体系； ④ 以往的安全业绩； ⑤ 设施设备以及防护用品； ⑥ 员工的保险，体检报告等。2．选择承包商

选择承包商时，由工程设备部牵头，组织审查承包商是否具备承担项目的能力，包括： ① 承包商是否具有相符合的安全管理准则及标准； ② 是否具备技术和业务能力；

③ 是否按业主的要求进行安全培训，验证其员工是否具备从事岗位工作的技能； ④ 是否满足上级组织及企业的安全要求等。3．开工前的准备

在开工前与承包商签订安全协议，并应向承包商介绍与施工或作业过程有关的概况和危害，进行安全培训教育；同时确定就安全事务进行沟通和交流的方式和内容要求，如召开安全会议等；开工前，还应完成对承包商安全作业计划和应急预案的审查。4．作业过程监督

在项目实施过程中应对承包商的作业过程进行检查监督，并记录其安全表现。包括但不限于：

① 直接作业环节的危害识别和风险控制； ② 应急预案的演习； ③ 安全准则的遵守情况； ④ 事故事件的报告和处理； ⑤ 安全作业计划的执行情况等。5．作业协调与交流

① 应与承包商建立作业协调联系制度，使承包商及时了解项目建设的安全要求和需要配合的事项。

② 承包商应建立书面应急预案，应急预案中应包括应急处理程序、指定集合区、逃生路线和在事故中清点人数的办法；并对其员工进行应急培训,并保存培训记录。

③ 承包商应向工程设备部报告所有与承包商现场工作有关的事故和未遂事件。6．承包商安全表现评价

① 应定期审查和记录承包商安全表现并将意见反馈给承包商，督促和鼓励承包商制定自己的安全改进计划，必要时，可组织对承包商的安全管理体系进行审核。

② 业主应将承包商在作业期间安全表现记录存档,并作为以后选择承包商的重要依据.7．承包商的安全培训

① 承包商应确保员工接受与工作有关的作业安全培训；确保工人知道与他们作业有关的潜在的火灾、爆炸或有毒有害方面的信息和应急预案，确保工人了解设备安全，包括标准操作规程在内的安全作业规程。

② 承包商应保存上述培训记录，记录应该包括个人资料、培训时间、考核情况等。

Today we are launching a campaign HeForShe.I am reaching out to you because we need your help.We must try to mobilize as many men and boys as possible to be advocates for change.We don’t just want to talk about it.We want to try and make sure it’s tangible.I was appointed as Goodwill Ambassador for UN Women 6 months ago.The more I spoke about feminism, the more I realized that fighting for women’s rights has too often become synonymous with man-hating.If there is one thing I know for certain is that this has to stop.For the record, feminism by definition is the belief that men and women should have equal rights and opportunities.It is the theory of political, economic and social equality of the sexes.When I was 8, I was called bossy because I wanted to direct a play we would put on for our parents.When at 14, I started to be sexualized by certain elements of the media.At 15, my girlfriends started dropping out of sports teams because they didn’t want to appear masculine.At 18, my male friends were unable to express their feelings.I decided that I was a feminist.This seemed uncomplicated to me.But my recent research has shown me that feminism has become an unpopular word.Women are choosing not to identify as feminists.Apparently, [women’s expression is] seen as too strong, too aggressive, isolating, and anti-men, unattractive even.Why has the word become such an uncomfortable one? I think it is right I am paid the same as my male counterparts.I think it is right that I should be able to make decisions about my own body.I think it is right that women be involved on my behalf in the policies and decisions that will affect my life.I think it is right that socially, I am afforded the same respect as men.But sadly, I can say that there is no one country in the world where all women can expect to see these rights.No country in the world can yet say that they achieved gender equality.These rights are considered to be human rights but I am one of the lucky ones.My life is a sheer privilege because my parents didn’t love me less because I was born a daughter.My school did not limit me because I was a girl.My mentors didn*t assume that I would go less far because I might give birth to a child one day.These influences are the gender equality ambassadors that made me who I am today.They may not know it but they are the inadvertent feminists needed in the world today.We need more of those.If you still hate the word, it is not the word that is important.It is the idea and the ambition behind it because not all women have received the same rights I have.In fact, statistically, very few have.In 1997, Hillary Clinton made a famous speech in Beijing about women’s rights.Sadly, many of the things that she wanted to change are still true today.What struck me the most was that less than 30% of the audience were male.How can we effect change in the world when only half of it is invited or being welcomed to participate in the conversation? Men, I would like to give this opportunity to extend your formal invitation.Gender equality is your issue, too.Because to date, I’ve seen my father’s role as a parent being valued less by society.I’ve seen young men suffering from mental illness, unable to ask for help for fear it would make them less of a man.In fact, in the UK, suicide is the biggest killer of men between 20 to 49, eclipsing road accidents, cancer and heart disease.I’ve seen men fragile and insecure by what constitutes male success.Men don’t have the benefits of equality, either.We don’t often talk about men being imprisoned by gender stereotypes but I can see that they are.When they are free, things will change for women as a natural consequence.If men don’t have to be aggressive in order to be accepted, women won’t feel compelled to be submissive.If men don’t have to control, women won’t have to be controlled.Both men and women should feel free to be sensitive.Both men and women should feel free to be strong.It is time that we all see gender as a spectrum instead of two sets of opposing ideals.We should stop defining each other by what we are not and start defining ourselves by who we are.We can all be freer and this is what HeForShe is about.It’s about freedom.I want men to take up this mantle so that their daughters, sisters and mothers can be free from prejudice but also so that their sons have permission to be vulnerable and human too, reclaim parts of themselves they abandoned and in doing so, be a more true and complete version of themselves.You might think: who is this Harry Potter girl? What is she doing at the UN? I’ve been asking myself the same thing.All I know is that I care about this problem and I want to make it better.And having seen what I’ve seen and given the chance, I feel it is my responsibility to say something.Statesman Edmund Burke said all that is need for the forces of evil to triumph is for good men and women to do nothing.In my nervousness for this speech and in my moments of doubt, I told myself firmly: if not me, who? If not now, when? If you cast doubts when opportunity is presented to you, I hope those words will be helpful.Because the reality is if we do nothing, it will take 75 years or maybe 100 before women can expect to be paid the same as men for the same work.15.5 million girls will be married in the next 16 years as children.And at current rates, it won*t be until 2086 before all rural African girls can have a secondary education.If you believe in equality, you might be one of the inadvertent feminists I spoke of earlier and for this I appraud you.We must strive for a united world but the good news is we have a platform.It is called HeForShe.I invite you to step forward, to be seen and I ask yourself: if not me, who? If not now, when? Thank you.

今天的music talk的主题呢~哈哈~是属于我们90后女生小时候的super star,SHE，~为什么平时的歌单都是围绕一个主题的最新的单曲~而今天要变成围绕一个女生组合呢~这个和Nancy个人是有一点关系的啦~最近SHE的演唱会在成都和北京都开过了~中国的最后一站天津也在两个礼拜后，也就是10月20日要拉开帷幕，可是姑娘我木有钱啊~如果我是土豪我就飞过去飞回来只为看一场演唱会~可惜我不是~

SHE有很多的歌曲都被电视剧所用~像这首《两个人的荒岛》~是《杜拉拉升职记》里面的主题曲~这也是我个人最喜欢的一首对唱歌曲~记得我高二那年的音乐课考试就唱了这首歌曲~以至于现在我去KTV唱这首歌还只会唱第二声部~那接下来这首歌曲呢~是我们小学女生的最爱~这首歌抒情又好听~算是SHE早期作品中很小众的一首歌曲~我看过一场演唱会的录像~台上的三只变唱边哭，泣不成声，我想只有懂三只的，才会被融入进歌曲里，才会跟着她们一起落泪~一起来听这首《魔力》
