XX年“世界防治疟疾日”秘书长致辞

在去年的世界防治疟疾日,我们对每4秒有一名儿童死于这一疾病的情况表示了悲哀。今年,我们已设法放慢时钟的摆动。依然存在的重大悲剧是每分钟有一名儿童死于疟疾,但我们还是在通过国际干预措施挽救许多生命中看到一定的希望。

如今,有更多的孩子可以在蚊帐下安全地睡觉,更多的家庭住在不受蚊子干扰的房间里,更多的社区享有医疗检测服务,更多的病人得到康复所需药品。

全球联盟有力推动着各项有效策略,包括长效驱虫蚊帐、室内喷药、快速诊断检测和给高危人群的抗疟疾药物。

这一良好合作伙伴关系将各国政府、国际机构、捐助者、研究人员、企业、慈善家和各种民间社会组织和相关个人汇集到一起,挽救了一百多万人的生命。自XX年以来,疟疾死亡率在全球下降四分之一以上,在非洲则下降三分之一强。

现在到了推动进一步发展的时候了。实现接近疟疾零死亡是我为今后五年的行动议程制定的主要优先事项之一。

在物质丰富的世界中,我们没有理由不在疟疾防治措施方面作出明智和合理的投资。一次快速诊断检验的成本大约为0美分,而抗疟疾药物的费用约为1美元。一顶蚊帐的使用期为三年并可保护多个孩子,其成本约为美元。

On World Malaria Day this year, there is much to celebrate.Strategic global investments in malaria control continue to produce results.Since 2008, more than 600 million Africans have been spared terrible suffering thanks to the distribution of more than 300 million long-lasting insecticide-treated mosquito nets.In 2009, 75 million people also benefited from indoor residual spraying with safe and effective insecticides.Together with improved testing and treatment, these measures have saved nearly 750,000 lives over the past decade.在今年的世界防治疟疾日,有很多事情值得庆祝。在防治疟疾方面的全球战略性投资不断产生成果。自2008年以来,因为分发了超过3亿条经久耐用的驱虫蚊帐,使6亿以上的非洲人免受可怕的痛苦。2009年,有7 500万人获得用安全有效的杀虫剂在室内进行滞留喷洒。过去十年,这些措施连同改进的检验和治疗,拯救了将近750 000人的生命。

Two years ago, I called for malaria prevention and treatment programmes to be made universally available to at-risk populations by the end of 2010.This World Malaria Day brings much cause for satisfaction.In a very short time, the world has gone from simply trying to hold malaria at bay to the realistic goal of delivering effective and affordable care to all who need it.Furthermore, the scientific community has set a research agenda for developing the tools and strategies that will eventually eradicate malaria for good.两年前我曾发出呼吁,要求到2010年向危险人群全面提供疟疾防治方案。值此世界疟疾日,我们对取得的成就甚感欣慰。在较短的时间里,全世界走过了从防治疟疾到全面提供有效、可负担药物和治疗的路程。科学界也已拟订议程,将为最终消除疟疾制订战略战术。

Since 2003, international commitments for malaria control have increased more than five-fold to $1.7 billion in 2009.Though still far short of what is required, these funds have supported a dramatic expansion of malaria control interventions.Those countries that have been able to provide bed nets and treatment to significant proportions of their populations have seen malaria cases and deaths fall by as much as 50 per cent.Overall child mortality rates have declined too.从2003年起,国际社会开始为疟疾防治提供资金,到2009年资金增幅超过了五倍,达到17亿美元。现有资金虽然还远远不够,但已在大力扩展疟疾防治计划方面一显身手。一些国家为本国大批民众提供蚊帐和治疗,使疟疾发病和死亡率骤降了50%。儿童死亡率也出现总体下降。

But our optimism must also be leavened with caution.Malaria is a tenacious foe.To sustain current gains we must be vigilant.Parasite resistance to antimalarial medicines is a considerable threat, and the use of artemisinin-based monotherapies is the principal force behind its spread.I therefore urge the global community to act swiftly on the 2007 World Health Assembly resolution to remove all oral artemisinin-based monotherapies from the supply chain.但是,我们在乐观的同时应该保持清醒,我们要认识到疟疾是一种顽固的疾病。为了保持已经取得的成果,我们绝不能放松警惕。寄生生物的抗药性是一个重大威胁,而采用青蒿素单一疗法则是疟疾扩散的主要动因。因此,我敦促国际社会迅速执行年世界卫生大会2007年通过的决议,把口服青蒿素单疗药品撤出供应链。

The global campaign against malaria has shown what is possible when the international community joins forces on multiple fronts to tackle a disease that takes its heaviest toll on poor and underprivileged populations.Strong commitment has sparked innovation: creative initiatives have facilitated the delivery of massive numbers of mosquito nets;ground-breaking partnerships are developing new malaria medicines and making existing medicines more accessible and affordable.The challenge now is to ensure that all who are exposed to malaria can receive quality-assured diagnosis and treatment.全球性的疟疾防治运动表明,国际社会在各个方面通力合作,就能够战胜这一给贫困弱势群体造成最大危害的疾病。强大的承诺激发人们进行创新:由于采取创新措施,生产供应了大批蚊帐;新型伙伴关系的建立不仅使新的药品问世,还降低了现有药品的价格,扩大了供应范围。我们目前面临的挑战是,确保疟疾病患得到优质的诊断和治疗。

This year on World Tuberculosis Day there is cause for optimism.The recent adoption of a fast and powerful new diagnostic tool promises to accelerate international gains against the disease.今年世界防治结核病日有理由感到乐观。最近采用一种迅速、高效的新诊断工具,可望加快国际结核病防治工作的进展。

At the same time, our hope must be tempered by the sobering fact that multidrug-resistant forms of TB remain an ever-present threat that, if allowed to spread unchecked, could set back the steady progress made during the past two decades.与此同时,各种形式的耐多药结核病仍是经常存在的一种威胁,如果任其传播而不加阻止,可能抵消过去二十年不断取得的进展,这个严肃的事实必须使我们的希望有所节制。

The World Health Organization's Stop TB Strategy has brought major achievements, including impressive improvements in the way TB care is delivered.Over the past 15 years, well over 40 million people have received treatment in accordance with the Strategy.Prevalence and death rates continue to fall, demonstrating the power of international commitment to save lives.世界卫生组织的《杜绝结核病战略》已经带来巨大的成就,包括结核病治疗法的实施方式令人瞩目的改进。15年来,按照这项《战略》接受治疗的人数远超过4000万。流行率和死亡率不断下降,显示国际拯救生命的承诺很有力量。

This progress could be lost if we are not vigilant.Efforts to carry out the Strategy are severely underfunded, as is research to develop additional, badly needed tools.Without further improvements in TB prevention, early diagnosis and treatment, some 8 million people will die of TB between now and 2015.TB will also claim the lives of many people infected with HIV.如果我们不保持警觉,上述进展就可能消失。这项《战略》的执行工作严重缺乏资金,在研发更多迫切需要的工具方面也是如此。在结核病的预防、早日诊断和治疗方面如果不能继续进展,从现在到2015年,约有800万人会死于结核病。结核病也会夺去许多感染艾滋病毒的人的性命。
