世界人口老龄化问题日趋普遍，许多国家都在探讨其解决途径。而中国的人口老龄化问题有其自身的历史和制度根源。“13亿”这一标志却意味着我国的人口总数已经达到一个新的历史性高度，同时，它也意味着中国的人口发展将面临更加艰巨、更加复杂的问题。

人口问题是当今世界人们最为关心的问题之一。人口的发展受社会、政治、经济的制约，同时它对社会的发展也起着促进或延缓的作用。经过30年的努力，我国在人口控制的问题上取得了卓效可喜的成绩。这个13亿人口大国的养老问题该如何应对？但是当前，我国的社会养老保障体制却面临着资金严重短缺、体制不健全等问题。根据西方人口学理论，只有生育率和死亡率的变化才会影响人口结构的变化，人口老龄化的现象也取决于上述两种因素。我国人口老龄化现象的出现，同样也是受生育率和死亡率变动的影响。其中生育率的下降则是我国人口老化的根本原因。而这种生育率的下降正是计划生育政策导致的，自从20世纪70年代计划生育政策推行以来，我国人口生育率便大幅下降。20世纪90年代以后，我国的人口总和以及生育率都被控制到了更替水平以下。然而，就在我们进入低生育水平的同时，我们也步入了人口老龄化时代。因此，我们在积极建立现代社会保障制度以外，还应该重新审视只注重控制人口数量计划生育政策，必须对计划生育政策做出调整，为其注入新的内容，以适应形势发展的需要。经过30多年的人口控制工作，我国人口的总和生育率已降低到了1.8，显著低于人口更替水平，这宣告我国人口的成功转型。尽管由于人口年龄结构和人口惯性等因素作用，人口总数还将继续增长一段时间，但人口再生产类型的转变预示着人口增长速度将继续放缓。因此，在控制人口数量的前提下，我国人口政策应该逐步重视“优化人口年龄结构”。为了缓解未来劳动年龄人口短缺的形势，国家的人口政策重心应逐步转向以提高人口素质为主，必须继续加大教育投入，增加国家财政对教育的支出，鼓励全社会各种力量投资办学，并从政策上予以倾斜。通过提高劳动人口的素质来丰富劳动力资源，增强单位劳动力创造财富的能力，从而进一步提高社会劳动生产率。另一方面，必须高度重视出生人口素质，重视出生缺陷和残疾人口问题，降低新生婴儿的死亡率。这对保证未来劳动年龄人口的数量和质量都具有重要意义。

我国人口老龄化热潮既是一种客观的发展趋势，也是具有其深刻的历史和制度根源。解决老龄化问题，既靠我们大力发展和完善社会养老保障制度，也要求我们根据形势发展需要客观地对我国现行的人口政策进行调整，以符合社会经济发展趋势。
