中国已经进入汽车社会

9月22日是“世界无车日”。1998年9月22日，法国一些年轻人最先提出“In Town，Without My Car！”口号，随后并确定为“世界无车日”。在中国，无车日则刚刚引发全社会关注。在鼓励“轿车近家庭”十年之后，中国迅速迎来了汽车社会。

我国汽车节能减排的重要性

汽车节能形式严峻

汽车自1886年问世以来，随着科学技术的进步、制造业的迅速发展而遍及全球，汽车年产量已超过1800万辆。当今汽车以其灵活、快速、高效的优越性能，给人们的生活带来了方便。同时汽车的剧增，又造成了空气的严重恶化。据有关资料表明:地球上已探明的石油资源只够开采40年，我国的石油储量只够开采23年左右，石油短缺问题已不是危言耸听。并且，石油是不可再生资源。目前，汽车消耗的能源几乎完全依赖石油制品。随着汽车工业的发展，汽车的年产量和保有量还会增加，石油消耗的数量也会进一部增加。如此巨大的消耗，将加剧石油的短缺和能源危机。

要想实现对汽车的节能减排，首先就要提高燃油品质。我国进口的石油大都是含有高组成的含硫石油。国内汽车对这些高硫量石油的使用，大大提高了我国空气中二氧化硫的含量，加上燃油的脱硫成本高造成了燃油生产企业对脱硫不主动，而且国内对汽车排放的执行标准也要求不严，这些问题就导致了大量高排放的汽车，造成了我国空气的污染[3]。所以，抓好对燃油质量的管理是解决汽车节能减排的首要问题。2.使用替代燃料

我国石油资源有限，又是石油纯进口国家，因此，采用石油的替代品也是一个很不错的选择。我国替代石油的资源首当其冲的就是丰富的煤炭资源了，在“十一五”发展规划中就已经提出，“节约优先，立足国内，煤为基础，多元发展”，将煤炭作为发展替代燃料的例子来进行广为研究和开发。现在在山西等煤矿大省已经在发展以煤炭工业为基础的合成燃料以及甲醇燃料的生产。除了煤炭以外，我们还可以利用生物质、天然气和氢能来代替汽油的使用。汽车的生产企业也正在研发将这些燃料用在汽车燃料中，目前奇瑞、福田等公司都已经有混合动力汽车研制下线投入使用了。

3.提倡小排量汽车

小排量汽车的车体较轻，每公里耗油相对少，对空气污染的程度也相对较低，如二氧化碳排放量能控制在130克左右。小排量汽车之所以在我国普及不开，主要原因还是因为我国的汽车购买者希望自己的私家车开出去有面子、上档次，属于认识问题。我国应对这个问题引起重视，并通过降低税收、汽车价格等经济手段对其倾斜，加强环保宣传，鼓励和引导小排量汽车的发展；同时加大对大排量高耗油汽车的税收和排放要求，以补偿其对环境造成的污染等。4.发展公共交通

政府在发展城市的规划中，应将发展城市及边郊地区的公共交通放在首要位置，要大力发展城市的公共交通，加大公交车的线网密度和站点覆盖率，优化整个公共交通的运行结构，采取有效的措施建设好城市的交通换乘枢纽工程，提高城市交通整体的运营效率[5]。这样，才能降低私家车数量的增长和使用频率，达到节能减排的目的。

5.废旧汽车的再生利用

从汽车自身的结构来看，对汽车的回收利用就蕴含着难以想象的能源利用价值。在日本，不仅针对汽车的回收再利用立法强制，而且已经发展成汽车回收这一新兴行业。欧盟在2000年就已经提出回收汽车再利用的建议和法律。但是，对于我国的汽车市场越来越红火，汽车回收市场却仍是萧条。对废旧汽车的处理仍然停留在丢弃、填埋和烧毁的技术层面上，不仅给我国的环境造成了极大的破坏，而且浪费了大量的可再生利用资源。我国的交通、汽车生产销售等部门应该联起手来成立多个汽车回收站，对这些废旧汽车进行统一的回收处理，加强对可用资源的再生利用。这样做既可以解决废旧汽车乱丢乱扔的现象，也减少了冶金等高能耗企业的压力，对资源进行了高效的重复利用，达到了节能减排的功效。

政府在规划调整汽车产业布局和结构的时候，要注意鼓励引进先进的节能型的汽车技术，要求企业严格按照有关的耗油和排放的标准生产，不能生产达不到标准的汽车。不断根据技术的进步，提高汽车节能减排的标准。特别要鼓励生产节能型、环保型的微型车。政府可以从法律法规、产业立项、政策税收、科技经费、奖励等各个方面鼓励汽车企业投入节能减排之路中，对达不到要求的企业要求整改或停产。
