所有经济发达国家在其发展过程中,农业现代化之后必然会遇到农业剩余劳动力的转移问题,中国也不例外必然会遇到这个问题,农业人口的转移就是农业人口的城市化,所不同的是中国的问题可称为世纪难题。有统计表明我国农村劳动力约4.8亿人,农林牧渔业实际需要的劳动力只有1.7亿人。目前约有1.6亿—2亿农村劳动力转向非农产业和城镇就业。我县农村劳动力需要转移的有近10来万。因此城市化过程中有三个特别棘手的问题,第一需要转的人口多,约有1.6亿-2亿农村劳动力需要转移,这个数字占全国人口总数的12.3-15.4%,比日本全国人口总数1.26亿还多出许多。第二农村人口进入城市,就需要对城市进行建设,无论是改造现有的城市,还是进行小城镇的建设,中国的耕地十分紧缺,因此需要用少量的土地解决大批农业人口的转移,因此困难十分大。第三,中国城市人口已经开始老龄化,整个城市的社会保障体系非常脆弱,因此农业人口向城市转移之后,城市的社会保障问题更为突出,这是一个更深层次的问题。近十几年的实践,现在解决农村劳动力转移的方法主要是农民背井离乡到城市打工,到城市中从事餐饮以及服务业。其中从事建筑业的人口最多,其次是加工业。农民迁徙到城市,又不能完全融入城市,成为城市的边缘人口的成本十分高。也有统计显示2002年,全国外出农民工的年平均收入约为5444元人民币,而当年全国城镇居民年平均消费支出为6030元。农民工当前的收入水平还无力承担城镇住房、子女教育和其他消费支出,更谈不上在大中城市定居。在短期内要靠发展大中城市转移大量农村剩余劳动力不现实。这种转移的过程农民并没有实现正真正意义的转移,农民的根还是在农村,每年往返于农村与城市的代价,特别是春节前后民工流所形成的压力,也体现了这种成本的昂贵。去年一号文件之后,有许多地方出现了民工荒,实际上不是真正的民工荒,而是由于打工的成本的高昂,农民得不到真正的实惠,农民宁可在农村种地,因为政策的倾斜使得农民感到回乡种地也能提高收入。但是无论是减税免税,保护农产品的价格都无法使得农民的收入迅速提高,原因还是由于中国的农业发展中实在不需要这么多劳动力,因此转移出来还是必需的。今年的一号文件中第一次把农民工作为我国产业工人的重要组成部分来提出。这是要实现农业人口真正转移的信号,可是所面临的问题非常多,从工资待遇、劳动与社会保障到子女就学,医疗和住房等等众多的问题,这些问题不解决,仅仅是一个户口问题可能也不是一个彻底解决的方案。所有的困难都在于城市本身的社会保障体系都不尽完善,处于一个极为脆弱的境地。要解决这个问题,而且这是一个亟待解决的问题,城市就必须下大力气去解决城市的社会保障问题。如果政府把可支配的资金用在装潢城市的门面,用于城市形象,而且为了形象、面子不在乎能花多少钱,如果把精力放在这方面,我想这是一个事倍功半的事情,而且往往是适得其反。相反如果城市的发展的决策者能够把精力、资金集中到城市的社会保障方面来,效果肯定不一样,城市保障体系的健全会大大地促进城市的发展,这个道理并不费解,只是认识能不能转变是一个关键。小城镇的建设是减轻城市压力的一个重要途径,过去的经验教训是这种发展决不能一哄而上,而是要精确评估每占用一亩土地所能吸引的资金投入,解决劳动力的人数以及由此形成的国民产值的诸多的指标。经济发达的地区,大城市的郊县可以进行这种建设,它既能解决城市发展过快所带来的压力,又能创造丰厚的经济回报,同时解决了农村人口的转移。这条路的风险在于是否能用有限的耕地并能获得更丰厚的经济回报。试图用行政命令解决小城镇的建设是从根本上违背了这条路子的本意,因此是得不偿失的,这是决策的失误,并非是小城镇建设路线的过错。
