尊敬的黄敏惠副主席，郁慕明主席，尊敬的黄奇帆市长，各位嘉宾、各位朋友：

大家上午好！

第七届“重庆·台湾周”今天隆重开幕。我谨代表中共中央台办、国务院台办，对本届“重庆·台湾周”的举办表示热烈祝贺，向出席活动的各位嘉宾朋友致以诚挚问候！

6年前第一届“重庆·台湾周”举办的时候，两岸关系和平发展刚刚拉开序幕，而6年后的今天，两岸关系和平发展已是硕果累累。两岸在坚持“九二共识”、反对“台独”的共同政治基础上，维护台海和平稳定，恢复两会商谈并签署21项协议，实现了两岸全面直接双向“三通”，建立了双方两岸事务主管部门常态化联系沟通机制，减少了两岸在涉外领域的内耗。两岸经济、社会、文化交流全面深化，形成了全方位交往格局。台商在大陆获得长足发展，成为大陆经济的重要组成部分。2014年，两岸贸易额1983亿美元，两岸人员往来达到941万人次，客运直达航班每周840班。当前，台海和平之稳定、两岸同胞往来之频繁、经济联系之密切、共同利益之广泛，都是60多年来所仅见，两岸同胞的前途和命运更加紧密地联系在一起。两岸关系和平发展给两岸同胞带来的和平红利，我们应当倍加珍惜。

展望未来，两岸交流合作既展现出更加广阔的空间，有待我们去开拓；同时也面临复杂的挑战与困难，需要我们去应对去解决。

为此，我们要坚持走和平发展道路不动摇。维护两岸关系和平发展进程，顺应历史发展潮流，符合两岸同胞的共同期待。关键是要坚持“九二共识”、反对“台独”的共同政治基础。如果这一基础遭到破坏，两岸关系和台海局势就会重现紧张动荡。搞“台独”不可能有和平，也不可能有发展。在攸关两岸同胞共同未来的这一重大问题上，我们要毫不含糊地表明立场和态度，携起手来维护和平发展成果，确保两岸关系沿着和平发展的正确方向继续前进。

为两岸同胞谋福祉，既是推动两岸关系和平发展的宗旨，也是动力。要持之以恒地推进两岸经济交流合作，同时也要充分考虑两岸社会的心理感受，努力扩大两岸民众的受益面和获得感，尤其要为两岸基层民众、中小企业、农渔民合作发展、青年创业就业提供更多机会，让两岸同胞参与越多受益越多。我们愿意首先同台湾同胞分享发展机遇，愿意优先对台湾开放，并且对台湾同胞开放的力度更大一些。两岸同胞一家亲，应携手同心，共同开创两岸关系新未来和两岸同胞的美好明天。

我们重视并将继续坚持为台资企业发展创造良好条件，维护台资企业合法权益。我们将继续大力支持台资企业转型升级，充分倾听台湾同胞的诉求与建议，努力解决台商台胞在大陆经营、工作、生活中的问题。针对台商关心的税收等优惠政策问题，我们各级政府和领导高度重视深入基层调研并听取意见。5月初国务院正式下发文件，强调要继续落实优惠政策，体现了我们对台资企业的关心和重视，以及为他们排忧解难的诚意和决心。相信会进一步坚定台商继续在大陆发展的信心。

各位嘉宾、各位朋友：

在重庆市委、市政府的重视和支持下，“重庆·台湾周”已经成功举办六届，在渝台交流中承担了不可或缺的角色。伴随着“重庆·台湾周”的脚步，渝台交流不断拓展，合作层次逐步深化，重庆已经成为台资企业聚集的高地、两岸人员交流的重镇。重庆悠久的历史积淀、深厚的文化根基、独特的区位优势和扎实的产业基础，为渝台交流合作的扩大和深化注入了强劲动力。我相信，在重庆市委、市政府的大力支持和推动下，渝台交流合作的前景将更加光明，一定会为促进两岸关系和平发展作出更大贡献。我衷心希望，有更多的台湾朋友到重庆来观光旅游、投资兴业、探亲访友、求学就职，重庆一定会让你惊喜连连、收获满满。

很高兴来到美丽的杭州出席 2020 浙江·台湾合作周。首先，我代表海峡两岸关系协会，向浙台合作周的举办表示热烈祝贺，向出席合作周的两岸嘉宾表示诚挚问候。

浙台合作周已成功举办 7 届，是两岸交流合作的重要平台。本届合作周围绕“共享机遇、融合发展”主题，采取线上线下结合的方式，在杭州、宁波、温州、嘉兴等地举办形式多样的专题活动，对于新的形势下推进浙台经济交流合作、深化两岸融合发展、帮助台胞台企事业发展具有积极作用。

当前，大陆抗击新冠肺炎疫情斗争取得重大战略成果，经济稳步复苏，成为全球第一个克服疫情不利影响、恢复增长的主要经济体。面对新冠肺炎疫情影响和世界经济深度衰退，我们加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局，内需潜力不断释放，国内大循环活力强劲。我们出台了一系列助企纾困的政策措施，持续深化“放管服”改革，着力保护和激发市场活力；实施更大范围、更宽领域、更深层次的对外开放，扩大外资市

场准入，加快建设自由贸易试验区、自由贸易港等开放新高地，实行更高水平的贸易和投资自由化便利化措施，为国内国际双循环注入新动力。第三季度国民经济延续了稳定恢复态势，国内生产总值同比增长 4.9%，前三季度同比增长 0.7%，固定资产投资、货物进出口总额、居民人均可支配收入等主要指标的同比增速均实现了由负转正。一系列主要经济指标的变化既展现了大陆疫情防控的巨大成效，又彰显了大陆经济的强大韧性和旺盛活力。

今年以来，各地区各部门继续全面贯彻落实习近平总书记关于对台工作的重要论述和以人民为中心的发展思想，关注台胞台企所思所盼，落实落细关于促进两岸经济文化交流合作的“31 条措施”和“26 条措施”，针对疫情影响出台了支持台胞台企纾困的“11 条措施”。各地相继举办各种类型的两岸经贸交流活动，为台胞台企分享大陆发展机遇创造条件。这充分表明，大陆依然是台胞台企投资兴业的最佳目的地。

今年以来，两岸经贸合作克服内外环境带来的不利影响，保持了稳定发展势头。1-9 月，两岸贸易额 1853.84 亿美元，同比增长 12.4%，其中，大陆自台进口同比增长13.7%。台资企业生产经营基本稳定，在大陆 A 股上市积极踊跃。台商对大陆投资总体保持增长，一批投资金额大、科技含量高的台资项目相继开工投产或增资扩产，浙江省台商投资势头也十分强劲。这充分表明，台胞台企持续看

好大陆、对在大陆长期经营发展充满信心。

刚刚闭幕的十九届五中全会审议通过了《中共中央关于制定国民经济和社会发展第十四个五年规划和二 O 三五年远景目标的建议》，明确了“十四五”时期经济社会发展的基本思路、主要目标以及 2035 年远景目标，突出新发展理念的引领作用，提出一批具有标志性的重大战略，实施富有前瞻性、全局性、基础性、针对性的重大举措，统筹谋划好重要领域的接续改革，必将为实现第二个百年奋斗目标、实现中华民族伟大复兴的中国梦奠定坚实基础，也将为广大台商在大陆的发展、为两岸经济合作创造更加广阔空间。

尽管当前两岸关系形势严峻复杂，两岸交流合作也面临一些困难挑战，但大陆有关方面关心和支持台胞台企发展的行动没有停止，力度没有减弱。我们将坚决贯彻落实习近平总书记在《告台湾同胞书》发表 40 周年纪念会上的重要讲话精神，坚持一个中国原则和“九二共识”，坚决反对和遏制任何“台独”分裂行径，加强两岸交流合作，率先同台湾同胞分享大陆发展机遇，为台湾同胞台湾企业提供同等待遇。相信广大台胞台企能够把握大势，坚定信心，顺应大陆经济高质量发展潮流，融入大陆新发展格局，不断拓展新领域新空间。希望我们共同努力，推动两岸交流合作走深走实、两岸同胞走亲走近，为维护和推动两岸关系和平发展、实现中华民族伟大复兴和祖国统一大业贡献

力量。

各位嘉宾、各位朋友，浙江民营经济发达，市场体系健全，营商环境优越，是台资企业最集中、与台湾经贸交流合作最密切的地区之一。浙江省委省政府高度重视对台工作，认真贯彻中央对台工作决策部署，扎实落实关于促进两岸经济文化交流合作的政策措施并取得积极成效。针对新冠肺炎疫情影响，为台企提供用工、融资等精准帮扶措施，帮助台企复工达产逆势增长。当前，浙江省正在深入学习和全面贯彻党的十九届五中全会精神和习近平总书记考察浙江重要讲话精神，忠实践行“八八战略”，奋力打造“重要窗口”，全方位推进长三角一体化发展等重大战略。这一切都将为台胞台企在浙江发展注入更强动力、提供更大舞台。希望台胞台企抓住机遇，顺势而为，积极参与浙台经济交流合作，寻求更多合作机会，实现更大发展。

在这硕果飘香的美好时节，很高兴应邀参加今天的庆典仪式。首先，我谨代表省人民政府金融工作办公室对长沙先导农村商业银行的隆重开业表示热烈祝贺！对与会各位领导、嘉宾和长沙市、岳麓区政府长期以来关心支持金融工作表示衷心感谢！农村信用社是农村金融的生力军，在扶持农业发展、缓解中小企业资金困难中发挥着不可替代的重要作用。近年来，我省农村信用社坚持深化改革，不断加强发展，为改善“三农”金融服务和推进富民强省战略作出了积极贡献。作为全省最早一批组建的农村合作银行，岳麓区农村合作银行今天又成功改制为长沙先导农村商业银行。两度转折、两次巨变，即是机制的变化，更是品牌、品质的提升，其中凝聚了长沙先导农村商业银行广大员工的锐意进取、奋力拼博，也饱含了长沙市委、市政府，岳麓区委、区政府与相关部门的厚爱关心。长沙先导农村商业银行的顺利挂牌营业，为我省农村信用社改革发展写下了浓墨重彩的一笔。令人欣慰、值得可喜可贺！

当前，金融市场竞争日趋激烈，中小金融机构改革发展任重道远。借此机会，我对新组建的长沙先导农村商业银行提三点

希望：

一是发挥优势，突出特色。涉农金融机构要实现快速发展，最根本的一条，贵在立足“三农”、服务“三农”，服务中小企业、服务区域经济发展。希望长沙先导农村商业银行抓住良好机遇，顺势而为、乘势而为，为长沙市推进“两型社会”建设特别是为大河西先导区加快发展提供优质金融服务，力争成为地域内金融市场最具活力和实力的参与者。

二是注重创新，加快发展。要真正按照现代金融企业制度的要求，秉承农村合作金融机构的优良传统，加大制度和产品创新，努力建成产权明晰、资本充足、治理完善、内控严密、服务高效，经济效益和社会效益俱佳，具有较强市场竞争力的现代化股份制商业银行。
