第一，今年的命题灵活度显著下降

我们以往在命题的时候，探讨试卷的时候，总会谈到这样一个命题，命题的灵活度，考察在知识点都是固定的，通过什么样的方式把知识点呈现出来，这个题目学生看起来是什么样的表现形式，学生能够通过多少工作，把背后的考点挖出来。在以往几年的北京卷，从2010年到2012年，特别是2012年的高考，命题的灵活度是很强的，言下之意，这个题目给学生设立了很多障碍，需要思考一下，真正的考察意图把握一下。今年的命题灵活度显著下降，很直接发现题目在考什么，不是自己想的太多的话，这个题目都会做的很好。第二，考察语言的综合能力没有发生变化。

我们的英语考试一直在努力要求这么一件事，考察语言的综合运用能力。也稍微有点瘸腿，英语的语言应用，应该是听说读写译作，说和译是短板的局面，关于说口语考试，高考以前的四月份进行考察，考察和简单，各位都经历过，非常的简单，很容易。译的功能在高考里面暂时还没有体现，也是英文比较高级的要求。这时候要求语言综合能力。把独特的东西排除在外就是读和写的能力，读和写的能力，题型不变，考察的要求也不会变，考察语言的综合能力没有发生变化。

第三，传统的考点仍然保持。

经过了这么多年高考命题。从02年一直到今年，有12年的历史了，有些考点是重点，在今年的考试里面依然是重点，命题灵活度有些下降，这时候所谓的传统考点就是基础能力，能够把基础能力掌握的很好，这个卷子就能够做的很好。这是2013年考试比较显著的特征。第四，这个试卷的整体难度，相对于往年是大幅下降的.在考前其实有一些消息要传出来，包括我们也能在一些新闻里面看到，为了减轻考生的负担，今年要把考试难度下降一点，没有任何人想到会下降这么多。
